In New York state section 193 of the New York state labor law under the division of labor standards covers this and clearly states what can and cant be deducted from an employee's wages.

It is quite clear on what is and isn't allowed. As an employee only deductions can be made that are either in compliance with state and federal law (employment taxes, Social security, UI, etc; and items that are for the benefit of said employee, ie; health insurance, retirement fund, 401k, etc.).
In other litigations concerning this matter actions have been brought under the "Racketeer Influenced and Corrupt Organizations Act of 1970" (RICO statute) .
