It's an electrical issue in home wiring. I've had the same problem with Dish as well as DTV. It's and don't quote me harmonics, something to with resistance and ground potential.
You can run an extension cord to a different outlet on a different circuit, to confirm. Or as I was instructed to do from the local HSP I was working for at the time is to cut / remove the third prong on the receiver.
This problem also effects computers. I would recommend an electrican fixing this.
