Hey Trinity,
I used to take care of headends just like these. We had a Direct T.V dish and Off air Processors for a 40 to 80 Channel Headend for resorts. I feel your pain. We also had an NT server for Video on Demand. You need to go to the roof or tower and check your incoming levels. If you have Direct T.V you should be able to get your off airs digitally and then put them on an analog modulator and they will look great!!
