What B&A might have done was to simply phase out the POV instead of cutting their pay. If a POV quits or otherwise moves on, then when you hire a replacement, hire a COV. Eventually, through attrition, you would have a 100% COV team.
What Bruister decided to do was put POV techs in a position where they may very well not be able to make any of their future mortgage payments. Throw a guy into foreclosure proceedings, and he will be a lot more willing to listen to a pro-union argument. You guys should just hand the POVs a tube of Hemarelief and the blue-card.
