He says he has a switch, and since the problem is on all receivers, I'm inclined to believe his problem is either the switch itself, the cable that is supplying 101 even, or the LNB. If the problem was downstream of the switch, then it wouldn't likely cause a problem on all his receivers as he states is the case. For that same reason, I don't think it is a problem with a receiver not supplying voltage either.
If it comes down to a cabling issue such as a shorted wire or a staple, then it is likely just the wire that is supplying the 101 even signal. He shouldn't have to check each and every wire in the system until normal troubleshooting procedures are fruitless.
