I've done dozens of pre and post wires where the msu gave us the material to do the job.
It depends on at what point the property owner wants to lose control, but I'd convince him to take the free wire, cause anything installed in a permanent manner becomes the building owner's property. He/she only has to grant access to service the equipment.
