I think the only way to get it done is for all to stop working for these middle companies. Due to their place in the equation they will never be able to pay well. They can pay a fair share of what they are getting, but with other hands in the pot theres not much left for the tech. Stop working for middle man companies and force the primes and HSPs to bargain a contract directly with techs. If those middle companies are really needed for admin issues, let them negotiate a seprerate agreement for themselves.

Primes should be paying the cost of the install + the price of the admin work. The price of the install should not be used to cover install and admin costs. Whoever came up with the model of giving 2 services (install and admin) for the price of 1 should be shot. Its starts 2 for 1, by the time it gets to the tech its a 4 for 1 type a deal.

Just my opinion.
