The noise you see is relative to your actual carrier levels, that is what C/N ratio explains. At differing points in the return system the carrier levels are higher, therfore the noise will look higher. You need to reference the noise level compared to the desired carrier level at any given point.
It is possible to see higher noise levels at points in the system and not find the noise to be a problem when it reaches the headend, as it is far enough below the actual carrier level.
Always compare your noise level to your carrier level before chasing noise that is not a problem.
