If they have a long enough hose, they can try putting the spray nozzle on it and hooking it to the house's water heater drain bibb. They can then spray the dish from a distance with hot water. I wouldn't do this when the temp is below freezing as it might form ice on the dish. Then again, I guess they wouldn't be any worse off than before.
Having not lived in snow climates, I only suggest this as a matter of logic. There might be something I am overlooking. Do this at your own house before you suggest it to the customer.
