In all most all instances : Catv owns the drop ( aireal or underground ) from the tap all the way to the ground block . In very few cases , the property/homeowner may have had an underground drop previously installed by a contractor during the building process , and may rightfully own it , yet , I believe most CATV providers will still reserve the right to decide whether they will use it .
