Your questions are really simple to answer. It is a matter of money. Not yours as an indepentent contractor, but the money or should I say protecting thegood name & assets of the prime and the MSO.
When lawyers go to file lawsuits they look for who can pay the claim. If your insurance and personal wealth is not enough they add in the other parties. In your contract/employment agreement there may even be a hold harmless section, where you promise to cover any and all claims against them casued by your actions. The driving record check is one way of making a fact based decision on an applicant. IT is a matter of risk. People with tckets and accidents tend to get more. Careful drivers usually do not get in wrecks or get tickets. The cable companies to not want to see headlines in the paper or on the local news about the reckless driving of one of its employees or contractors. Bad PR

As to the back ground check
A hiring mangaer will susaully run the crimminal and credit checks. This information allows him to weed out sex offenders, rapists and drug dealers. It also shows him if you should be able to be trusted handling customer payments. Each firm has a list of acceptable and unacceptable offenses. If the firm has work on any state or federal facilities the criteria can get tighter.
I had a young man apply for a job a few years back. We ran the
background check in areas that he had lived for the last 7 years.
We were ready to make the man an offer. All of his work references and personnal references came back good. The fax machince fired up at 3:15 and did not stop until 3:30. Bottom line
5 active warrants in Washington state, two in New Mexico..
Why would I put him to work if he is only going to be taken away and put in jail. Most employers really do want people they can count on to be there every day.
