I'm going to side with OSG on this and here's why; based on what I read, she did not solicit assistance from non-union personnel or intend to. The key word here is intent. Had she willingly intended to obtain help from non-union personnel, then the union steward would have grounds to file a grievance against her. The union has no clear and decisive proof that she intended to use non-union personnel while performing her duties. Therefore, any actions against OSG would be without merit.
