Assuming your P's and Q's along with your QAM's are in order, you need to start looking at recievers and upconverters. You can get quickly overwhelmed at the availability vs the functionality of this type of equipment. There are many options, and many pitfalls to avoid.
First, economize as much as you can. Select a dual output(HD/SD) or (ATSC/NTSC) converter with ASI outputs that will allow you to pass the HD stream and simultaneously provide a 4:3 aspect ratio from the NTSC (analog) output. Wegener, Terayon and K-Tech Telecom all provide
these and can offer you configuration variances.
The most practical approach for upconversion to QAM for your HD feeds will likey be a SEMS unit. Very easy to use, and since you do not require encryption for your services, it will not matter that you may be NAS or DAC.
In your case, the SEMS essentially should allow you to multiplex up to 8 HD services from multiple ASI sources (inputs) to form 4 re-multiplexed 256 QAM streams.
