When Bruister started tracking phone line installs, so they could tell who was or was not installing them, they told the techs that if the customer refused a phone line due to the need for a wall fish the techs had to do the wall fish for free (this was for the peice rate techs, the hourly techs had to do free wall fishes all the time).
