There are work arounds for everything, which is perfectly legal to do. For example: If they are an independent contractor then you don't train them. They find their own training on their time.
If your statement that you said is entirely true, then that would also mean that ALL primes are also employees of the MSO since they also have these rules you mentioned to adhere to. It is more involved then I will explain in this forum but suffice it to say there are legal ways to classify someone as an independent contractor. I think you need to read and study what the IRS calls an employee and what constitutes a contractor relationship. IT IS PERFECTLY LEGAL TO USE INDEPEDENT SUBCONTRACTORS TO DO WORK and not use employees. If you don't believe me ask a lawyer, if you so choose, one that covers that area of the law. To claim all these Primes are breaking the law is pure BS. I personally will only work as an contractor for the very reasons many of the pro piece rate people have mentioned. Piece rate pay is the norm in this industry, and we like it that way. If you don't then get into some other industry, like a factory union job if you can find one.
