Think about it. What does it say about an industry/business model that can ONLY succeed if it breaks the law. That should tell you something.
This whole industry is built on an illegal and fradulent business model. The non-paying contractors and constant pay cuts are a direct result of this. Yes, piece rate when done correctly is a beautiful thing, but when its done to get more work out of people without paying more its wrong.
