Here is what I think needs to happen. However, it will have to be a voluntary effort.
1) Companies who post ads should list relevant information such as a phone number and contact. Omitting the company name is also a major faux pas because any company that doesn't want name recognition should be scrutinized wearily.
2) Respondents should fax or email a resume or at least something detailing their suitability to fulfill the position. If there is only a phone number to respond to, then call, introduce yourself and request an email or fax number with which to send the relevant information.
In summary, companies should have their company information available and request a resume, and respondents should have a resume to send and should research the company they are applying to.
