Well as I suspected it was an AC issue. I found an LE off the next trunk station that was loading enough to pull down 10 volts at that point. It was a jerrold and I swapped it out for a C-Cor as we are phaseing out the Jerrold anyway.

The real root of the problem is when this system was built instead of properly fuseing the system they use the solid bars everywhere except at the power supply. So when I have power problems I have to troubleshoot the whole power district by process of elimination. That makes for some real headaches.
