If I understand what your'e saying, LOS can cause signal fluctuation if a tree is blocking the signal and the wind blows, then the signal can go in and out as you described.
The D11 is different in how when you check the 119 signal it will show even xponders with high signal and the odd ones with 0 (not spot beam issue). I thought I had a bad lnb, until I checked my 119 channels and all ok.
I have seen two different makes of d11's. The first one appeared to be a Samsung and the current one seems to be a Tandy/RCA. The access cards have also changed. I heard someone say that they are P11 cards, but not sure there.
