Sounds like your new manager is an insecure puff head.
You have showed him the respect he does not deserve and attempted to explain your arrangement you previously made with his supervisors, the owenrs. But instructions to a fool are a waste of time.
I agree with the rest, call the owners; they made a promise to you and they should keep it.
