I'm beginning to see more of what you're up against now. If you're up against budget, and you have a noise problem, use fiber to eliminate the amps you have in cascade. This will reduce your noise, both forward and return, and help with your speed.
If you have to sell someone on it, tell them you'll eventually have to do it anyway, so do it now. A lot of your problems will disappear with a cascade reduction. That will free you up to do other things later on.
