It sounds like you have two bottlenecks. Someone correct me if I'm wrong. First, you have a single forward channel. I don't know how many subs you have in total, or how your system is segmented. Second, when you say T-1, no matter how many really, it chokes you down as well. Your return bandwidth usage will always be very low, unless you have some joker out there FTPing out of his house.
Adding another forward channel would help, but I don't know how much. As far as "how does Comcast...?" OC48, OC192, etc. That's how.
It sounds like you have a relatively small, older system, and if you're getting 700-800 kbps continuous downstream, you're probably doing alright. Contact the vendor for your CMTS and describe all of the problems and see what they have to say.
