If I were to fall victim to such scammers, the person who kept making false promises of payment would get only three chances to cough up the money and that's it. No lawyers, no liens, no labor board. After his third chance I'd go to the board alright, the 2x4 board I'd use to break his freekin' knee caps. Yeah I know violence never solves anything, but it sure would make ME feel better. People who rip off working men & women in this manner desirve to spend the rest of their lives confined to a wheelchair, having to sip their meals through a straw and sh*t in a bag.
