Let me guess. This is a Spanish customer that lives in the Chicago area. I thought so.
This sounds to me like AC hum that could be generated from a bad appliance inside the house. Sometimes when customers report this problem, their microwave oven is on the fritz, and whenever they turn it on, the TV acts up. Or even more likely, it's a furnace. Cold weather's setting in and the problem started the first time the old boiler came on. I've seen it before.
The reason it only shows on the spanish station is because that's the only one they ever watch.
Of course, it could be something else altogether.
