You nailed it, the return is below channel 2, so if that is low you have a problem. Find out the forward freq. for the VOD so you can check the levels at the box. To many splitters are a problem in both the forward and return, filters are a problem if they are in the freq. range. Most of the problems seem to be loss from the house wiring.
