I understand where you are coming from. It used to be nice just to sit down and do a design and tell the crew to go and build it, but I think those days are over. I have the same deal with the MSO I work for. Even a one span long drop reduction "has to be designed by the design department".
I do have a nice DOS program that once you put the numbers in for your cable and passives that you are using, you just put in your footages and it figures everything else out for you. What value tap, where to you will need an active, etc.
I'm not real sure who makes it though, but being a DOS product, I'm sure it's not that expensive.
