I think this is how the system works. At least this is what some dawgs have told me that is happening to them.
The supervisor is the one who controls who gets the work. If a crew is willing to kick back 10% or better in cash, the supervisor gives him the gravy part of the job. The crew gets more production and the supervisor can pocket extra money. If you are not willing to play the game, the supervisor will beat you down with gigs and short spans. Am I correct deerhunter?
