Have a grounding issue need to put in a secondary ground at the phone box . original ground connections three floors down. keep loosing equipment due to storms. do they make ground blocks for phone equipment ie jacks inside peds.

First: What application are you performing that requires an additional ground i.e., phone, cable, or data? If you are performing work for the incumbent phone company then you most probably have the right to upgrade an existing bond apparatus to satisfy the new setup. If you are not performing work for the incumbent phone company then you have no right to affect their existing grounding and bonding structure. Their grounding is centralized and at best there exists local bonding structures in place to mitigate spurious electrical potential.
Second: If you are working in the CATV arena and need to install a bond for CATV or Data equipment you need to run either a #14awg or #6 awg grounding wire plus lug to the nearest electrode which is provided by the building owner. You’ll usually find these near the electric panel or grounding plane. If you have an Ohm meter, check out the impedance at these bonding locations and attach yours to the device, which has the lowest impedance.
Third: If you are not sure as to what you are doing, pull out your NESC book and reference the type of work application that you are performing. There are very specific guidelines for grounding/bonding applications. Otherwise, check with your customer’s engineering staff to best handle your specific needs.
