It opened okay for me. Your Acrobat Reader is probably screwed up, or the browser is. Try right-clicking on the link then "Save Target As..." to save it on your drive then try to open it as a file. If that still doesn't work you'll have to reinstall the Acrobat Reader program. It's a free download: http://www.adobe.com/products/acrobat/readstep2.html
