Independant subscriber maintenence and repair


As a maintenance contractor, I've heard many stories from disgruntled subscribers about the quality of repair service they receive from the system operator for problems (technical and cosmetic) they experience from the tap to the set.
It's a known fact within the industry, that the system operator, on many systems, fails miserably to adequately train repair technicians to diagnose and resolve problems from the tap to the set. Or the work is so sub-standard that the sub would rather pay someone else more to do it right.
Is anyone offering subscriber maintenance and repair as an Independant Agent or contractor, billing the subscriber directly for services provided?
What sort of conflict issues arise between the Agent and the System Operator?
What sort of issues arise between the Agent and the subscriber?
It's common in the telephone industry.
Why not CATV?
