No there is not much you can do if the modem is transmitting at 60 dbmv or above other than make sure you have a direct connection from the tap to the modem and then check the transmit level.
The modem should come off a two way splitter one feeding the modem and the other line feeding the TV's.
If you can show the high transmit level going directly to the modem from the tap than there should be no back charge, it is a system problem.
