You are misunderstanding racketerring and the fundamental purpose of these statues. If any person or enterprise uses their phones, faxes, emails, or other communications in any business for the purpose of promoting illegal actions, this is racketerring. Yes, there is a issue of interstate commerce, but this too would also be incorporated with racketerring.
The real issue I am only raising now is the appearance of installers being unfairly treated under certain cicrumstances. It appears this is a wide spread activity.
