This is how I've come to understand these...
Micro-reflections are typically "echos" of the primary burst-signal from a modem. The 'higher' the dBc value the better. I believe that -20dBc is a minimum to shoot for.
From what I've read, these problems occur where the upstream plant is not properly aligned (SWEEP!!), or when the upstream modem carriers are placed too close the edge of the passband (above 36 Mhz in a 5-42 system). Also any source of signal reflections in the reverse path need to be corrected.
