Toshiba PCX1100 & PCX1000

This email is to any technical person that can help me. Could you explain signal microreflections in a CATV reverse path? We have a way of seeing the level (my modem it is 18Dbc) what does that mean and is it a good number? We had 200 + Toshiba modems on our system (many other brands also) they were operating at 681Mhz. and doing great but we had to change them to 171 Mhz. some of the Toshiba modems will not lock on. The SN on the modem is @30 db when they are on the 681 freq.

Any ideas??
