4 horsemen

What are the 4 spikes in the 7 - 13 MHz? Sweeping lowers the spikes low enough to pass the cert. discrete ingress/coherent beats. Curiosity is killing me. I have a feeling its related to broken insulators with the local power co. I've told my guys to through an eight foot ground rod into power to kill the source but haven't had any takers. Any help would be appreciated
