As someone new to this industry, it appears the installers are getting the shaft by demanding they install telephone lines at no costs. If indeed others are profiting from this free service (so they demand) and demanding installers instal these units, this is othing more than racketerring clothed in the installation package. Perhaps you installers need to file class action lawsuit to stop this form of fraud. Installers are the victims here in my view.
