the cert. means you're familiar with satellite theory not that your familiar with house construction, custom installations, proper grounding in your area or how to use all the equipment your installing. lots of folks can pass a test, got one working for us and she's never done an install in her life. It's a requirement from sat co's that you at least have a better understanding of how it all works better than the folks whose house your installing it on. yes, it is occasionally used as a black list,whether you got it comin' or not. too bad it's not sactually a union, it could actually be a good thing if it was.
