Due to the Union, contractors doing work for Verizon can only place the sub duct. They cannot place the fiber cable or splice it. The only way that will change is when, not if, when they aren't able to keep up with time projections. This is what has happened in Southern California. Company people were originaly doing all splicing but they accumulated 50,000 trouble tickets and had to put their people back on the copper troubles. They weren't able to meet expected production so there are now a lot of contract companies placing and splicing now. As far as Richmond is concerned. S&N Communications has a lot of that area.
