To set the record straight (and really straight):

The ground on a DTV system is to protect the customer's equipment from lightning the same way a ground on an off-air antenna has been protecting customer equipment for over fifty years now.

There is no such thing as "static build up" on ANY antenna, caused by wind or anything else for that matter, so this should not be part of our vocabulary.
