I wanted to elaborate on the "20 ft rule". I didn't mean if it is over 20' not to ground. The code says use a #10 solid copper wire to the grounding point not to exceed 20'. If you look at most HD/off air antennas they show the thing in the roof with a ground run all the way do the house main ground (except it exceeds 20').
I am included to not do the jobs. No matter how "swell" you are if someone inspects the job you are not IAW the NEC.
I have asked other dealers and DTV what to do in an apartment complex. No one wants to say. :)
