Bulk account approach is a good idea. That is if the management of the complex is not stealing too.
The three strikes deal is good, so long as the perps make the local news. In some smaller towns I have worked in the cops ask where they can get a "black box".
Back in the MediaOne days, we had a "monster lockbox". It cost big bucks, & we had the "MDU crew" who worked in it. These techs were assigned to other work but whenever they had a call to an MDU with a high theft rate, this crew handled it. It was similar to the three strikes, crew would document with photos & inform police each time to have a police report. Of course Massachusetts laws make it up to a $25,000 fine, so the head cops would back the police time spent if there was a chance to recoup the money on an investigation. Additionally the "MDU crew" would go through & audit monthly.
