I am not sure what the costs were. I am sure the costs were heavy. But on thing we had on our side was the city government had formed a cable commision to watch over us. About ten years previous the system was in BAD BAD shape. Since we had done an entire rebuild, and turned the system completely around. So when we started going after the Illegals the Cable Commision was on our side. And since this commision was made of Governement Officials at the City and State Levels it made it ALOT easier to prosecute. I know that helped out alot. I do know that after about two years we got a reputation and our illegals rate went from 15% of homes passed down to 2% of homes passed were stealing.

It took the entire system of techs to do it. It was a small system by some standards. Gosh I almost miss those days. THe days when I was a Rook. LOL
