some units use "cheap" surge protectors in the form of a high
value resistor. let's lay they use a 10 meg ohm resistor and your digital volt meter has an input impedence of 10 meg ohm, then you will read about half of the applied voltage (110v) or about 60 volts. if you were to touch the chassis, you will find the voltage will drop drastically. if you don't see an "arc" when touching drop to tv, then you propbablly don't have a problem, but i too have seen drops melt because they act as a neutral for the power.
