AC Voltage

I came across this while troubleshooting an install problem. I found that there was AC voltage on the line from the tv coming back to my splitter point. First thought was a hot chassis on the tv but found it was present on all 4 lines to all sets, at that point thought it may be problem with electric service at that location but have found it at other installs even out of the sets in my house. The voltage is anywhere between 20 and 60 volts AC. My question is this normal or am I missing something. Any thoughts or input would be great.
