In general, the SBCA created its installer certification program as an industry initiative to address the very serious quality problems in the satellite industry. Participation in the program is strictly voluntary. However, DirecTV and Dish Network have decided to voluntarily participate.
The SCTE has for years had an installer certification program. Check out SCTE.org for info. However, a local cable television operator has an obligation to "police itself", or risk termination of its franchise agreement. The is no franchise agreement for satellite, ergo no quality control measures. The SBCA certification was developed to correct this.
