You are correct except for one thing. The msos don't care what kind of work is being done, just get it done so they can jack up their rates. They could give a rats crap if the subs get paid or not. Happened to me in CO for a prime of comcasts. Pay was on time until the phase was nearing the end, then they just stopped paying. I shut my crew down w/ 2weeks left in the phase. I contacted the corporate office of the prime and spoke with comcasts big wigs and lawyers and all it got me was black balled by ALL the primes on the project. I was told by several friends working for the other primes that I should move on, because comcast will not let me cut in CO.
No matter how many people you get to make a stand and refuse to work for crappy pay, there is always going to be, and my intention is not to offend anyone, some single/divorced contractor who pulls his 15 ft. camper around, with no bills or employees to pay, who WILL work for scraps. This industry is never going to recover.
My suggestion is get out of it, cause its just going to get worse.
