Actualy the picture is of a satelite install. So it would have to be grounded at the house. The reson they use the duel ground blocks is because each line from the dish and the dish itself has to be grounded. As for cable you want power to be directed to the ground at the house in addition to the tap because it might cause problems for other homes that are connected to that tap. If those homes are not grounded they will share the same problem. One one the lineman mentioned that they ground the taps every fifth pole. Im not sure if thats true or not but if it is think of it like this. Power will always take the path of least resistance so if plant is grounded 600 feet away and your neighbor is 200 feet away where will the power go. It will test every means it can until it reaches the ground. Take a look at this picture to se what power will do to cable. A significant power hit on the drop caused the plastic jacket to melt away from the supporting messenger cable. Note the drips of melted plastic below the coax.
