id start by unhooking the phone and go outside to the box, open it up and there should be a phone jack in there. hook the phone up there and check for good dial tone, if its bad there then its prob drop related, look at the box and look for water damage.
if its good there then its prob the outlet, or just a bad connection,
start by taking the nuts loose and then connecting again, verifying clean wires and posts. im assuming you have tried a different phone and cord, as well as checking other lines.
if its aerial look up on the pole and you will prob see something covered in black tape and a trash bag, blowing in the wind with wires exposed. lol or at least i see that quite often, there will prob be your problem, gl
if its outlet related then id say have your guys fix it! unless your on a monthly billed plan for service to the outlet they will want to charge you for fixing that anyway.
