The regulatuions are set by the pole owners, period. Find out who owns the sticks, contact them and get the frame specs in writing, The "Follow Power" rule of thumb is a bunch of BS, I can't count how much plant I've had to pull back and reframe because of that.
You have to have a sit down and do some ride out with the pole owners and bring up a special situations ie: bell owns the poles but are framed on both sides, junction transfers and so on.
