i charted the levels and it would make sense that 116 is a qam
sorry, that didn't hit me at first...
depending on the meter, and frequency settings, you may get
a different reading on a qam channel but you should still be able
to get your outputs if you have enough input...
could possibly be equalizers are out of alignment, especially
if the coils have been bent due to improper storage...
again i recommend a bench set up of some sort.
if you don't have a bench sweep, use existing cable signals,
especially if are using a sweep transmitter in the headend.
check manufactures specs for minimum gain at highest freq
to make sure the amp has enough reserve gain.
be aware that dB and dBmv aren't the same, like comparing
apples to oranges...
